Consideration of Decisions from the Electors General Meeting: 27 January 2026Lost 4–5. In line with the promise: a No vote.
Why
The motion declines electors' call for a review of the City's fixed and mobile CCTV network across all neighbourhoods, so a member committed to expanding CCTV coverage would vote against it.
Note. The minutes record Cr Goncalves as mover, and Cr Goncalves's vote as No. The motion was lost, so Council recorded no decision declining the CCTV review (minutes pp183-184).

Notice of Motion: CCTV Reimbursement SchemeMember’s motionCarried 4–4 on the presiding member's casting vote. In line with the promise: a Yes vote.
Why
The motion asks the CEO to investigate and report on a CCTV Reimbursement Scheme with an annual budget, so a member committed to increasing CCTV would vote for it.
Note. The scheme would subsidise privately owned, public-facing cameras rather than add City cameras. Cr Goncalves had moved to defer it to an Elected Member Engagement Session (minutes pp302-303).

Adoption of the Annual Budget 2025/26UnanimousCarried 7–0. In line with the promise: a No vote.
Why
Note. The 2025/26 budget holds CCTV roughly flat: renewal $388,000 (budget p.23) plus Portable CCTV Towers $100,000 (p.24), $488,000 in all against $510,000 the year before. The promise was for more, so a flat budget is not in line. A budget is voted on as a whole; it counts here because of this line.
