Introduction of Council Policy 2.7 Property Performance, Investment and DisposalUnanimousCarried 9–0. In line with the promise: a No vote.
Why
Lowers the bar in the new property disposal policy so unsolicited offers within 90% of market value, not only those 20% above it, go to Council, widening the route to selling City property to private buyers (p.91).
What it changed. In point 9.1 of draft Policy 2.7, replaces 'unless the offer exceeds the Market Value of the Property by 20%' with 'unless the offer is within 90% of the Market Value of the Property'.
Note. The amendment sets which unsolicited offers for City property go to Council for decision; it does not itself sell anything. Its printed reason was 'to lower the threshold for which unsolicited bids are considered by Council' (p91).
