Corporate Business Plan 2022/23-2025/26
Carried 8–1
Amendment writing a public toilet and child change room in the CBD retail mall precinct into the Corporate Business Plan 2022/23 to 2025/26 (minutes p224).
What it changed. Adds a public toilet and child change room in the CBD mall precinct, deletes the 87-89 Pier Street premises upgrade, and adds eight property projects to the Corporate Business Plan.
Reasons given in the minutes. As the Corporate Business Plan (CBP) is the primary tool for Elected Members to set out how the Administration will respond to the vision, aspirations, and objectives of Council, and considering the property portfolio is an area of so much potential and interest, it’s only right to include some deliverables. The draft included by the Administration at the July Agenda Briefing Session (ABS) was not sufficient due to timing, however when it comes to the property portfolio it has been rectified in consultation with the Administration following the ABS. I believe these inclusions are achievable and when we look back in a year, we will be able to show tangible progress towards better management of ratepayer assets in property management processes and systems, and structure will be placed around how we address some of our key sites sitting there ready for action. In terms of the toilet and changing room facility: we have already taxed ratepayers $300,000 in this budget: we owe it to them to at least start the process to construct this amenity as we promised. If the scope costs more given the heated construction market, Elected Members can make a call at a future milestone. But the idea that the Administration puts in a project in this year’s budget, taxes it from ratepayers, but fails to include it in this CBP: the core Council document we use to hold them to account: it doesn’t sit well with me. If we want to get away from ad-hoc, hourly, daily, weekly, monthly enquiries from Elected Members to the Administration on what they are doing and why, a strict focus on these core integrated planning documents would go a long way to restoring a normal business as usual local government process in how Elected Members can have faith in the process set forward from the City. I commend this amendment to Council for endorsement.
