Corporate Business Plan 2022/23-2025/26 Progress Report 2 and Amendments

Keeps the retail mall public toilet and child change room in the Corporate Business Plan, deferred into next year's plan, instead of removing it.
What it changed. Keeps the 'Retail mall public toilet and child change room' deliverable instead of removing it from the Corporate Business Plan, deferring it into next year's plan; the Queens Gardens lighting removal stays.
Reasons given in the minutes. Looking at what was originally in front of us, essentially what the City wanted us to do is after two quarters of a four year plan, was to give up on putting a toilet and family change room facility into the CBD. It's a four year plan, so I'll set the parameter there. I know that it gets reviewed every year but the basis is a four year corporate business plan. I've spoken at length about how much money we've taken from ratepayers to install a toilet in the CBD and a family change room. I understand it's a difficult job to find a location and to make it safe and clean, but if we don't do this in our Premier Shopping District, then what are we here for? I appreciate it's difficult, it possibly might take longer than a year. I would have preferred if the City said, "can we kick this into the next year because we're making progress", so I think if we're going to give up after two quarters on something like building a toilet, questions might arise: "what are you capable of actually delivering?" I don't want those questions to be asked. We've taken a lot of money over a number of years. I think the CFO said last week that there's something like $417,000 sitting there ready and what I found funny was you were going to do this and then you were going to put an extra $300,000 in the next budget, even though you were taking the deliverable out. So I thought that was questionable. So I think if we can just say that the City go back to the drawing board, appreciate it's not going to be done this financial year, but to take it out altogether and say, "sorry, too hard for our ratepayers" as a drawcard for families in the CBD, I think we'd be doing ourselves a disservice.
