Draft Tree Retention on Private Property Local Planning Policy: Crawley-Nedlands Neighbourhood

Carried 5–4

Amendment to advertise the draft Tree Retention on Private Property Local Planning Policy (Crawley-Nedlands) with "regulated tree" redefined as a living tree 8m or higher and/or with a 6m average canopy or at least 1.5m trunk circumference at 1.4m above ground.

What it changed. Broadens the draft policy's definition of a regulated tree so that a tree 8m or higher, and/or with a 6m canopy, and/or a 1.5m trunk circumference (single or cumulative), is protected, bringing it into line with the City of Nedlands.

Reasons given in the minutes. 1. The amendment broadens the definition of a regulated tree while retaining a practical, proportionate thresholds. 2. The use of “and/or”: as per the WALGA model policy: recognises the height, canopy and trunk are significant variables: and that any one should be sufficient to trigger tree protection. 3. The amendment brings the City into line with the City of Nedlands, the most directly comparable neighbouring local government. 4. The amendment is particularly appropriate in Crawley-Nedlands. 5. The amendment does not impose a blanket restriction. 6. The amendment is a measured but important strengthening of the draft policy.
