Adoption of the Corporate Business Plan 2026/27-2029/30: amended motion (Crawley-Nedlands 40km/h)UnanimousAmendmentCarried 5–0. In line with the promise: a Yes vote.
Why
Adds expanding 40km/h speed zones, subject to external funding, to the Crawley-Nedlands priorities in the Corporate Business Plan 2026/27-2029/30 (22 Jul 2026 SCM minutes pp.186-187), a vote for safer streets for walking and riding.
Reasons given in the minutes. At the request of David Lim of Western Residents Association: road safety is a shared priority across the City and does not stop at suburb boundaries. Crawley–Nedlands contains important pedestrian, cycling and university precincts that would also benefit from lower-speed environments where appropriate. This specific addition was suggested by representatives of the Western Residents Association at the Neighbourhood Budget Workshop but was not reflected in what has been presented to Council. The Corporate Business Plan already includes this initiative for West Perth: extending the commitment to Crawley–Nedlands provides consistency across inner-city neighbourhoods where similar safety outcomes are sought. The amendment simply confirms support for investigating and expanding 40km/h zones in partnership with the Perth Inner City Group and Main Roads WA. The initiative aligns with the existing Crawley–Nedlands priorities of improving access and connectivity, supporting safety, and enhancing social wellbeing by creating safer, more walkable streets. The result of the amendment ensures that the confidence of the Neighbourhood Budget Workshop process is upheld by ensuring it reflects the advice and advocacy of each respective community group.

Notice of Motion: De Vlamingh Ave: Traffic Calming TrialMember’s motionCarried 4–3. In line with the promise: a Yes vote.
Why
Receives the East Perth Community Group's De Vlamingh Ave road safety survey, asks the CEO to work with the group on a solution and to ask Main Roads for Adelaide Terrace upgrades against illegal turns; voting for it supports safer local streets.
Note. Cr Ko voted against this motion after his amendment adding traffic calming, speed limits, speed radars and a median strip was lost 1 to 6 (minutes p285).

18 NOV 2025
Expansion of the City of Perth 40km/h Speed ZoneMember’s motionCarried 8–1. In line with the promise: a No vote.
Why
The officer recommended Option 1 (maximum change: 40km/h on all access and local distributor roads plus several district distributors), with the report calling it the greatest safety benefit. The alternate motion endorses Option 2 (moderate change: major roads keep their limits), and the officer recommendation was foreshadowed if it failed. The vote chose between Option 2 and Option 1, so in line for safer walking and cycling is AGAINST.
Note. Both options lowered speed limits: Option 2 still takes all local and access roads to 40km/h but keeps most major roads at current limits. The Lord Mayor moved the officers' Option 1, then voted for Option 2 (minutes pp24, 32).

25 MAR 2025
Expansion of 40km/h Speed ZonesAmendmentLost 2–6. In line with the promise: a No vote.
Why
The binding part removes Plain Street and Riverside Drive from the 40km/h proposal, where officers said lower speeds on Plain Street were needed so primary school children can walk and ride to school safely (p61, amendment p63); the Newcastle Street and Broadway points are only requests to negotiate, so a No vote is the safer-streets position on balance.
What it changed. Adds points taking Plain Street and Riverside Drive, East Perth out of the proposed 40km/h expansion, and asking the CEO to work with the Cities of Vincent and Nedlands on making Newcastle Street and Broadway 40km/h zones.
Note. This vote set the scope of a community consultation, not final speed limits. The minutes record Cr Ko as seconder of the amendment, and Cr Ko's vote as No (minutes p63).

Causeway Pedestrian and Cyclist BridgesCarried 6–2. In line with the promise: a Yes vote.
Why
Consents to title notifications and endorses the City's agreement and construction licence with Main Roads for the new Causeway pedestrian and cyclist bridges on City-managed reserves, with a 3:1 replacement position for about 200 trees removed; voting for it settles the terms on which the walking and cycling bridges are built (2023-02-28 OCM Minutes p413).
Note. The bridges were a State project already under way. This vote set the terms of the City's agreement with Main Roads, including replacing about 200 trees at 3 to 1. The item was closed to the public and no reasons for the No votes are recorded (minutes p413).
