26 MAR 2024
Review of Policy 2.11: Heritage Rate Concession and Heritage Adaptive Reuse Grant SchemeCarried 5–3. In line with the promise: a Yes vote.
Why
Decided after the votes were known. The motion pushed the end of the Heritage Rate Concession back a year, from the officers' 30 June 2024 to 30 June 2025, so about 195 heritage owners kept the concession for 2024/25. If it had been lost, the officers' earlier end date was foreshadowed (minutes pp129-130, 134). A Yes kept heritage support longer.

30 MAY 2023
Review of Policy 2.11: Heritage Rate ConcessionUnanimousMember’s motionCarried 7–0. In line with the promise: a Yes vote.
Why
The officer recommended revoking the Heritage Rate Concession policy and funding a $200,000 Heritage Conservation Grant Program. The alternate motion instead amends and keeps the concession, extending it to 30 June 2024, and still funds the $200,000 grants. That is more heritage support, so a Yes is in line.

28 MAR 2023
Local Heritage SurveyUnanimousCarried 6–0. In line with the promise: a Yes vote.
Why
The limiting step (excluding 16 places) was the earlier amendment. The final motion as put adopts the Local Heritage Survey of more than 700 places, a record required by the Heritage Act. Against it, the only alternative was no adopted survey, so a Yes is in line.

28 MAR 2023
Local Heritage SurveyAmendmentCarried 3–3 on the presiding member's casting vote. In line with the promise: a No vote.
Why
The amendment removes 16 places from the Local Heritage Survey the officers recommended listing (p28), so a No vote keeps them on the heritage record.
What it changed. Adopts the Local Heritage Survey but excludes 16 places whose owners objected, including 21 and 23 Rheola Street, 69 Mount Street, 324-332 Murray Street, 989 Wellington Street and 201-207 William Street.
Reasons given in the minutes. This Heritage Survey: although confusing because of its name, is only a survey. A database if you like or a place of record. Accordingly, and given the objections from those representing the property owners of the properties mentioned to being on this database, taking them off will not negatively impact the heritage our City. Again. It is just a database. And as we heard in the chamber last week, being on the database will have no bearing with any certainty one way or the other in regards to the heritage treatment of that property. I therefore ask my fellow Councillors to support my notice of alternate motion.
Note. Cr Lezer moved the officer recommendation listing every place, then voted for the Lord Mayor's amendment removing 16 of them, which carried on his casting vote. Officers had advised that being on the survey has no planning or development effect on a property (minutes pp20, 26, 28).

307-313 (Lot 500) Murray Street, Perth: Proposed Internal and External Alterations to Existing BuildingUnanimousCarried 9–0. In line with the promise: a Yes vote.
Why
Approves alterations to 307-313 Murray Street with conditions to retain the original rear columns and conserve the timber windows and façade brickwork, but lets sections of the original ground floor be lowered, reusing its timber (p79). The condition keeping part of the floor at its original level was removed by an earlier amendment (p78).

28 FEB 2023
307-313 (Lot 500) Murray Street, Perth: Proposed Internal and External Alterations to Existing BuildingAmendmentCarried 8–1. In line with the promise: a No vote.
Why
The amendment strips condition 1, which the officer tied to retaining original heritage fabric under the heritage policy (p77 advice), so a No vote keeps that heritage protection.
What it changed. Deletes the heritage condition requiring the rear ground floor of Tenancy 2 at 307-313 Murray Street to be kept at its current level, so the applicant can lower and rebuild the original ground floor to footpath level (amendment starts p77, text and reasons p78).
Reasons given in the minutes. I am moving this amendment as foreshadowed last week, to allow the applicant to lower and reconstruct the ground floor level to match the level of the Murray Street footpath. As we heard in the chamber last week, this will likely allow the applicant to secure the high-end international brand tenant which has expressed a willingness to open in the Perth CBD at this site if the modification can be achieved. We note that existing timber floor frames and boards are proposed to be reused and the heritage ceiling will be enhanced. All other recommendations of the City will remain. It is my view this one change to City recommendations will allow [one line removed by the reader] the likely associated economic benefit and momentum this will bring. I am satisfied that the heritage essence of the building will not only be maintained but will in fact be enhanced and I ask my fellow councillors to support this notice of amendment.

Review of Council Policy 2.11 Heritage Rate ConcessionUnanimousCarried 8–0. In line with the promise: a Yes vote.
Why
The concession was due to expire on 30 June 2022. The amended policy extends it to 30 June 2023 for existing recipients outside the Adaptive Reuse Zone, while places inside the zone move to the increased Adaptive Reuse grants. Voting against would have let the concession lapse, so a Yes is in line. The policy does close eligibility to new places.
