City of Perth Art Award (Notice of Motion OCM 25/03-035)UnanimousAmendmentCarried 6–0. In line with the promise: a Yes vote.
Why
What it changed. Turns the officer's $100,000-a-year acquisitions fund (which dropped the Art Award) into a biennial program: acquisitions of up to $100,000 in alternate years from 2027/28 and a City of Perth Art Awards with $170,000 in the other years, first held in the 2029 commemorative program.
Reasons given in the minutes. • The amendment achieves one biennial program, with a dedicated acquisition round in one year and the City of Perth Art Awards in the alternate year. • Adds greater scope, value and opportunity • Allows for two complementary outcomes: a Civic Collection that grows with intent, and a civic occasion that gathers the community around our city's cultural excellence • Takes on the officers advice around costs

Adoption of the Annual Budget 2026/27UnanimousCarried 5–0. In line with the promise: a Yes vote.
Why
The budget carries $13.87 million for sponsorship and events, and the adopted point 12 calls a workshop on options to fund the events and sponsorship allocation, including from reserves, so a Yes is in line (p74, p85).

22 JUL 2026
Adoption of the Annual Budget 2026/27: amended motion (mid-year budget workshop)UnanimousAmendmentCarried 5–0. In line with the promise: a Yes vote.
Why
The amendment asks for options to fund the Events and Sponsorship allocation, including from reserves (p83), and its printed reasons cite underfunded events, festivals and arts, so it moves toward more event and arts funding under C2.
What it changed. Adds a point asking the CEO to hold a mid-year budget workshop, alongside the events, sponsorships and grants review, to present options for funding the Events and Sponsorship allocation, including from reserves.
Reasons given in the minutes. • The administration has acknowledged Council's ongoing concerns regarding the limited funding available across the City's events, sponsorship, arts and community grant programs and has identified a constructive pathway forward through the upcoming budget review process. • Demand for funding consistently exceeds available budgets. In the previous year, artists and cultural organisations submitted funding requests totalling millions of dollars; however, a number of projects could not be supported due to budget constraints rather than a lack of merit. • The issue is not isolated to the arts sector. Major events, festivals, community groups and Local Activation Grant applicants regularly experience funding shortages as available allocations are exhausted. • Several sponsorship and grant programs are consistently oversubscribed, indicating that current budget provisions do not adequately meet community demand. • Expenditure across a number of funding streams has exceeded original budget allocations, demonstrating sustained demand for support and the need to review funding levels. • The proposed change seeks to provide an opportunity for Council to consider these funding pressures through the budget review process and explore options to better align available funding with demonstrated community need and strategic objectives.

NOM (OCM-25/03-035) Response: Ore ObeliskAmendmentCarried 5–1. In line with the promise: a Yes vote.
Why
The amendment raises spending on the artwork's commemoration from $75,000 to up to $118,000 and keeps the original elements in the cultural collection (p488), which is a vote to fund and support the arts under C2.
What it changed. Replaces the $75,000 digital commemoration and full deaccessioning of the Ore Obelisk with up to $118,000 for a physical commemorative display at Council House using the drill bit, rejects the digital/AR option, and keeps the surviving original elements in the City's Cultural Collections.
Reasons given in the minutes. • The amendment recognises the Ore Obelisk's civic, historical and cultural significance. • The amendment provides for a physical and photographic interpretative commemoration that preserves the story and significance of the work in a safe and proportionate way. • Community consultation has occurred and feedback provided by the community. • The artwork is important to the community.

27 AUG 2024
Arts and Culture Sponsorship 2024/2025AmendmentCarried 5–3. In line with the promise: a Yes vote.
Why
A Yes vote triples the City's arts sponsorship of the Lester Prize from $20,000 to $60,000 (pp248-250), which is funding the arts.
What it changed. Raises the Lester Prize 2024 sponsorship from $20,000 to $60,000, lifting the Arts and Culture Sponsorship total from $685,000 to $725,000.
Reasons given in the minutes. 1. The Lester Prize is a high-profile event with a long association with the city. Since 2017 we have provided $60,000 per annum for this event. 2. This event has national prominence, and The Lester Prize has provided a significant platform for many West Australian artists. It is widely acknowledged as an important event in the city's cultural calendar. 3. The inclusion of the workshop series, youth awards and the transport initiatives whereby seniors, students and indigenous finalists from the Kimberley are transported to the city for this event. 4. The fee to attend the exhibition at the museum is $15 and this gives the participant a year's subscription to the museum. The museum charges this money and none of the funds go to The Lester Prize, but it is seen as an investment in our culture by encouraging people to visit the museum at other times during the year due to their membership and thus encouraging them to come to the city at other times. 5. The latest application submitted to council was unfortunately flawed due to inexperienced staff making the application, but to overcome this we already have experience supporting this award and approving their applications since 2017, now for the same amount. They are not asking for an increase of funds. 6. In 2025 The Lester Prize main exhibition will feature 40 of the 900 original artworks submitted by artists across Australia considered for 7 awards totalling over $100,000 in prize money. 7. As well as the main award there is The Lester Prize Connecting Communities Project which is a community engagement initiative that brings visitors from 5 metropolitan area to attend the exhibition by a free bus service. 8. There is also a separate youth exhibition, The Lester Prize Youth Awards. Attendance at this exhibition is free for students. 9. Our City of Perth has been acknowledged as one of the most liveable cities in the world and the only criticism offered is that we lack culture. The Lester Prize is renowned throughout Australia and proudly our city's sponsorship is a vital part of this success. 10. It is estimated that over 50,000 people will attend as this is in the foyer of the museum and the previous exhibition was in a small room hidden away in the Art Gallery. 11. $20,000 has already been recommended to be approved. This needs to be increased to $60,000 which will make this event viable and enable it to be a continuing part of our city's culture.
Note. A No here was not a vote for the officers' $20,000: the Lord Mayor had foreshadowed a $35,000 alternative. The $60,000 matched what the City had given the Lester Prize every year since 2017. Cr Gobbert voted against this amendment, then for the final $725,000 package (minutes pp248, 250-252).

Why
What it changed. Increases the AFL Grand Final Event budget amendment to $400,000, funded $100,000 from the Neighbourhood Initiatives Reserve and $300,000 from the closing position.

Why
Raises the Barking Gecko Theatre Company arts sponsorship for Tales from the Inner City from $40,000 to $60,000 (p.39).
What it changed. Amends point 2.f of the alternate motion to increase Barking Gecko Theatre Company's cash contribution from $40,000 to $60,000.
Reasons given in the minutes. As noted by the Administration at last week’s agenda briefing, the current sponsorship assessment criteria have not yet been updated to reflect the City’s new Events Strategy. In the past year, the new Council and the City have continuously talked about the importance of activating the City’s streets to support our bricks and mortar businesses. [...] This not for profit organisation has responded to this call: proposing activations to bring the streets of our City to life. [...] These outdoor events bring new audiences for arts and culture experiences. [...]

Event Sponsorship Round 1 2021/22Carried 5–3. In line with the promise: a No vote.
Why
What it changed. Reduces the Western Australian Yachting Foundation sponsorship for the City of Perth Festival of Sail from $30,000 to $10,000.
Reasons given in the minutes. The event does not deliver the return Council is seeking, noting that sailing is not necessarily a spectator sport. Whilst sailors are commended for doing great work, it is not a sport that activates the City like the other events Council is considering.

New Events Strategy and 2021/22 PlanCarried 8–1. In line with the promise: a Yes vote.
Why
Approves the 2025 Events Strategy and the 2021/22 Signature Events Plan, including Skyworks with neighbourhood events for Australia Day 2022 (p91).
What it changed. Amended motion: officer recommendation plus Option 3 (Skyworks with neighbourhood events) for Australia Day 2022 and the Nativity cut to $50,000.
Reasons given in the minutes. To give the City confidence in setting a direction for a Signature Events Plan complemented by a series of community, hospitality and private events. The community events held this year funded largely by Auspire were fantastic initiatives that should be retained. However, Skyworks is the headline event and Federal support is expected to be received, therefore the full cost will not be borne by ratepayers.

Why
Cuts the Christmas Nativity allocation in the Signature Events Plan from $330,000 to $50,000, cutting an event's funding (p.90).

25 MAY 2021
Events Sponsorship Application: NAIDOC Perth (Inc.): 2021 NAIDOC Week Perth Opening Ceremony and Signature Event ‘Marri Dyin’Lost 4–5. In line with the promise: a No vote.
Why
Measured against the $156,000 officer recommendation on the floor, this cuts the NAIDOC Opening Ceremony and Marri Dyin sponsorship to $120,000, so a Yes moves away from funding the event (p79).
What it changed. Amended primary motion cutting the NAIDOC Perth sponsorship from $156,000 to $120,000 and funding it from the 2020/21 budget.
Reasons given in the minutes. It is an exciting opportunity and activation for the City, however, the policy currently states that funding of this nature should be capped at 30% of the project cost and Council have been requested to fund approximately 75% for this project. A reduction to 30% of the project cost equates to approximately $65,000. The City has previously provided support of approximately $120,000. Therefore, in the interests of consistency and integrity, the lesser amount is proposed.
Note. The printed reason for the $120,000 figure was that the sponsorship policy caps funding at 30% of project cost while Council was asked to fund about 75%, and that the City had previously given about $120,000 (p79). The $156,000 sponsorship was approved later in the meeting (p258).

Why
Approves the 2021 Winter Festival program and $385,000 in the 2021/22 budget for it, and lists a further $200,000 for grants and sponsorship (p56).
What it changed. Alternate to the officer recommendation: removes the $200,000 City-run Winter School Holiday Program and instead lists $200,000 extra for the Grants and Sponsorships Program.
Reasons given in the minutes. The City can deliver better value for money by supporting others to create events during the school holidays rather than creating its own events from scratch.

Why
